The Village of Middlefield operates under a “Mayor, Administrator, Council” form of government, as specified in the Village of Middlefield Codified Ordinances. The Mayor is elected from the Municipality at large to a four-year term and is the Chief Executive and Law Enforcement Officer of the Village. The Mayor is responsible, and has the authority together with the Administrator, to administer and generally control, direct and supervise all Administrative Departments and Divisions. This includes appointing, promoting, removing or otherwise disciplining members of the Police Department. In addition, the Mayor presides at all Council meetings, but only votes in the case of a tie among the members of Council.

The elected and appointed officials who serve the Village of Middlefield are a dedicated group, serving the public above all else. They are committed to providing exceptional service at all times to the citizens of this community. As a small town, Village officials offer the opportunity for residents to voice their concerns as they encounter members of the Council and the Mayor in the community atmosphere. Residents are urged to attend Council meetings or phone their Village government representatives. Each are in office solely to serve you.

Middlefield Village Council Meets on the Second Thursday of the month at 7:00 pm in the Municipal Center, 14860 North State Avenue in Council Chambers. In attendance are the Mayor, all Council Members and Department Heads. 

Council Committees

All committee meetings are open to the public. Residents are welcome to attend.

Economic Development Meets monthly on the fourth Thursday at 6:00 pm. Some meeting times and dates vary depending upon necessity. Meetings are held at the Municipal Center, 14860 North State Avenue in Council Chambers. This committee reviews and plans for economic growth and vitality of the community. The committee develops methods and ideas to promote economic development in the village. The committee is comprised of the Mayor, two Council Members the Economic Development director, and three local residents or entrepreneurs. Click here to view the minutes.

Finance and Ordinance Meets on the first Thursday of each month at 6:00 pm in Council Chambers at the Municipal Center 14860 North State Avenue to discuss budget and finance matters. This committee also reviews all ordinances and resolutions that come before Council prior to the legislation being placed on Council agenda for consideration. This committee is comprised of three Council Members.

Streets and Utilities Meets on the second Thursday of each month at 5:30 pm in Council Chambers at the Municipal Center 14860 North State Avenue to discuss issues that pertain to the streets, sidewalks, public properties, water and wastewater services. The committee is comprised of two Council Members and the Mayor. Click here to view the minutes.

Recreation and Parks Meets on the first Thursday of each month at 12:15 pm in Council Chambers at the Municipal Center 14860 North State Avenue to discuss park improvements and maintenance, recreation programs and finances and events like Community Days and Taste of Middlefield. Safety Meets on the fourth Thursday of each month at 5:30 pm in Council Chambers at the Municipal Center 14860 North State Avenue to discuss safety related issues that primarily pertain to village safety forces. This committee is comprised of three Council Members. Click here to view the minutes.

Planning Commission Meets on the fourth Thursday of each month at 7:00 pm at the Municipal Center 14860 North State Avenue to discuss development plans submitted for approvals, such as, housing development projects and commercial and industrial projects. In addition the commission reviews the zoning districts, uses and regulations. The commission reviews the village comprehensive plan every two years. The commission is comprised of the Mayor, Council member and three residents of the village. Click here to view the minutes.

The Village Administrator is an appointed position who serves at the pleasure of the Mayor and Village Council. The Village Administrator is responsible for the efficient Village operations, other than safety services, as well as the supervision of all administrative staff. The Village Administrator provides residents, visitors and the business community with the highest-quality municipal services and reliable public service to the satisfaction of the community.

This individual supervises improvements to all village infrastructure and serves on multiple committees to ensure continuity between services.

The Economic Development Director, an appointed position, serves at the pleasure of the Mayor and Village Council. The Economic Development Director, an appointed position, serves at the pleasure of the Mayor and Village Council. The Economic Development Director is responsible to seek out opportunities for economic development investment in the community and to coordinate and initiate all aspects of negotiations that will promote economic growth within the community. Takes the lead role in applying for grants, loans and available funding options for projects that create employment opportunities. Works closely with the Economic Development Committee and other Public Officials in support of all economic development projects and assists prospects with the permitting process when and if necessary to move the project forward. The Economic Development Director also serves as Zoning Inspector/Housing Officer.

Appointed by the Mayor and approved by Village Council, the Village of Middlefield Fiscal Officer serves as the Clerk of Council and is steward of all village records. The Fiscal Officer provides accurate accounting of village funds and assists with state audits. The Village Fiscal Officer also keeps records of Village meetings and pays vendors.

The Village Tax Administrator is appointed by the Mayor and approved by Village Council. This individual is responsible for the collection of all village income tax.

The Village of Middlefield has a 1% income tax, established in 1978. Village taxes are due on April 15 of the following year.

The Village Tax Administrator was appointed to provide local collection. This has proven to be extremely efficient and offers more personal attention to taxpayers.
